Is change coming to Paraguay? South America’s second poorest country has been ruled for 34 years by Alfredo Stroessner and the Partido Colorado (PC) but now that party is divided and a former bishop, Fernando Lugo of the Patriotic Alliance for Change, who advocates renegotiation of energy usage agreements with neighboring Brazil is now slightly favored in upcoming elections.
